The problem with Ambessa is that her story isn't linked to anything related to Zaun or Piltover or the characters we care about but to the extended lore of League of Legends, something no one here watching gives a crap about. Deploying the Grey caused civilians to become incapacitated or disperse, allowing the strike force to infiltrate the locations that they targeted (through the vents that filtered the Grey) without having to risk harming civilians or being seen. On one hand, it could be seen as Caitlyn weaponising a system that was developed to help the people of Zaun and using it against them. On the other hand, it could be seen as Caitlyn going out of her way to try and use a non-violent method of making Zaunites disperse so that she can hunt down Jinx without hurting anyone. Depends on whether you want to be pro-Caitlyn or anti-Caitlyn.

We can infer from this behavior and others that women aren't really treated as property in Arcane, so cultural norms that serve to safeguard their virginity or police their sexual behavior never really popped up. It's only really relevant for nobility, and only to the extent that they're expected to have some sort of an heir.
So noblewomen like Ambessa and commoners like Sevika can and do patronize sex workers as regularly and normally as men do irl.

He wears an enforcer's cape from the first moment we see him, so he comes across as some sort of down-on-his-luck veteran sleeping in the streets. He accompanies Vi to the memorial, maybe to support her or pay his own respects, maybe because his interest was piqued by what Maddie said to Vi. He shows potential and initiative during the memorial battle, so he's brought back into the fold and made an enforcer once more, though he clearly doesn't approve of the move towards authoritarianism in Episode 3 and leaves without a word.

It's really rushed and we're not even told his name, but we can make assumptions about his character based on some of his actions.

Some said he was wearing an enforcer uniform but a lot of the background pilties wear blue jackets with gold or silver trim so im pretty sure he's just some random guy that during the attack showed great bravery and so with Vi's endorsement, Cait let him join the squad.
