To answer my own question, my guess is Zimmy is living through the memories of someone else. Looking at the dated interior design and Zimmy's apparent physical age, it might be one of the parents? Maybe Anja or Surma? Not sure why we would be following them, though.

To answer my own question further, the only people at the heart of the distortion would have been Zimmy, Gamma, Coyote, Lana and Loup. Lana has no memories like this, neither does Zimmy, Gamma met Zimmy at too young an age to have ever looked like this, this person appears to be at least like 15 years old. That'd leave Coyote, so my theory right now, based on a metric ton of assumptions of course, is that we might be seeing Surma or possibly even her mother, as part of Coyote's plan. As we know, Coyote's entire plan for some reason hinged on Annie's bloodline and the last thing that happened with Coyote in the comic was that he learned his plan failed, so it'd be fresh on his mind.
I think she's just experiencing mundane life without her ether craziness like how Omega got cut off, in a private zimmyworld while everything else goes crazy outside of it.
That's also a possibility I thought of, but it doesn't quite feel right to me. Can't place why. I guess I couldn't imagine Zimmy imagining a normal life like this, in a densely populated suburban neighborhood. Just doesn't feel like what Zimmy would imagine as normalcy or what Zimmy would wish for herself.

All the specificity of the scene seems to be very strange for a Zimmy dream world. 70s interior design, 90s cars, her fairly prim and proper clothes, the suburban environment, those details don't feel like something from Zimmy's imagination.
I don't know about council houses, but my grandparents old house in the UK had sinks in most of the carpeted bedrooms
