I think almost any of them could, but it'd be framed as a big multi-stage boss fight. Like first he chases you around town firing at you from his car with a big machine gun or rocket launcher. Then you make it to some decrepit building or construction site and total the cars and you have a shootout with him until you critically wound him. Then the last stage is a fucking melee brawl where you both just wail on each other until you bash his brains in or stab him the neck or whatever.
