They just never fully accepted her as part of the main cast because she wasn't there in Seasons 1-3.

Then maybe sometimes she'd coming running to my home crying because someone bullied her at school, so id let her inside and give her warm hug and tell her it's all okay and that she is loved deeply and i'd wipe her tears away with a cleanex and let her sleep on my couch and eat my caramel ice cream while watching cartoons and drinking hot cocoa so she'd feel safe and happy again, eventually she'd become a college student and since im closer to the college than her parents she'd want to move into my house with her friends and i'd be all like "Yeah anything for my precious kimi, what else are friends for?" then one day while im lying in bed and i over them gossiping about boys at school kimi starts saying "Well, im so thankful to him he's done soooo much for me lil like he even let me move in with him he's the only guy that truly loves me unconditionally, then id smile in my bed and go back to sleep", then i'd wake up to her fully nude standing in my room with door open, she's 18 at this point mind you and she'll say "i just want to confess something im so grateful for everything and well i love you the most, more than tommy or phil or chuckie or even my dad chaz" and shell try to climb in with me but then ill push her and be like no, you're like my little sister kimi i dont think of you that way and then shell climb in bed anyway and well go to sleep but i wont touch her because our relationship is pure and devoid of lust. This is what i would do if kimi finster was real.

I don't consider the All Grown Up personalities to be canon to how the babies would turn out
None of the OG writers remained for the full series. They wrote the Rugrats anniversary episode that spawned AGU but by time the show got greenlit and started production the friction between the team and the lead producer for Rugrats got so bad the writers left and a new crew took over with the producer taking her shot to add and make all the changes she wanted to the cast.
This is why AGU feels so radically different from the OG show, none of the characters are really the same blueprint anymore.

Remember: They respected even a made-up piece of crap like Kwanza in one episode, but they ridiculed the entire cultural aspect of Kimi because she's Japanese.

All the jokes and mocking situations involving Japanese culture.
Even Kimi's so-called "friends" not respecting her ethnic roots because they are "too exotic" and making jokes about it.
See, throughout the episode everyone hates Kimi for simply wanting to learn about the customs and culture of her mother's people, but she suffers a kind of veiled racism because of it.
Her "friends" don't even respect her traditional tea ceremony, her brother is invasive in her activities out of pure jealousy (sick to say the least) and in the end they even try to lecture Kimi for not accepting this.
It's the same problem with Memoirs of a Geisha (which ironically served as inspiration for the episode's name) which also has this stereotypical view of Japanese culture.
In other words, at that time the show's writers still had the perspective of 60s Americans about the Japanese: EXOTIC, STRANGE, FUNNY, etc.
Just compare the tones of episodes about other cultures like (((Judaism))) or Kwanza and you will see the difference.
