One idea I had is that maybe it was Jackpot's powers that caused it.

Maybe MJ tried to use her powers to stop the symbiote, and it gave her a fusion power or something similar. The problem is that since Venom was already in symbiosis with her, the power went into a glitch and united them indefinitely. Since this bond was more through magic than symbiosis, it would explain why MJ doesn't have a symbiote suit. It would also explain why they can't separate, and why Jackpot's powers apparently disappeared, and neither she nor Venom can use them. As such, the fusion power is still active. It also makes sense why this explanation "wouldn't please Jackpot."
