Cartoons from before I was a kid were good, not an excuse.
Budget. If an animated show has a significant budget these days, more often than not it's just going towards celebrity cast rather than actual art. Funnily enough, Lucasfilm Animation actually does use its budget to the fullest extent, because all their roles are filled by regular professional voice actors rather than big names. Disney's Fuck You Money gets put to good use there, for once.

The pure unlimited quarterly profit gains meme has forced Hollywood to go insanely safe and unrisktaking for all media to let them gain that goal. Animation works very badly when restricted like this
The cable scheme collapsed for kids especially, and executives don't want to believe the new audience for animation is adults, since kids used to be a goldmine for all media content, buying toys, etc. This is something they can't accept, and instead of targeting this new audience either make nothing or desperately hope something will stick
In short with the societal changes to media and end of cable, companies have zero idea how to respond.

Honestly, as someone who was already an adult in 2016, I already wasn't interested in the kid's shows that zoomers look back on fondly these days, so it's kind of just been an increasing decay that never really ended.
At least back in 2016 there were some adult shows that I liked and cared about, but now there's basically nothing besides Common Side Effects, some of American Dad, and maybe some indie stuff (no, not Hazbin/Helluva/TADC).

Its been a gradual decline in quality and in budget plus the mental state of artist now being more visibly not well due to overexposure on/to social media. Plus, the lockdowns only made the issue worse since we now have a generation that will struggle social and finically.

That said, the calarts "style" isn't really relevant anymore, the issue is that many of these people largely only look at kid's shows and animated sitcoms, both of which do tend to either have samey artstyles or just flat out ugly artstyles.
