There’s literally no incentive to be in this industry if you’re a creator. The agenda of just doing reboots and existing IP has been loud and clear for a while. Why pitch anything new? Why even join an industry that isn’t open to your ideas? Why work hard and put any extra time or effort into your job if your job is “make another Smurfs”?
Creatives used to try harder because they could have a shot at making their dream project. Now, if their dream project makes it to pilot there’s still a large chance the network won’t move forward with it, and now gets to own your dream and you can’t get the rights back to it. Why pitch ANYTHING you have passion for if it’s got barely any chance for survival?

I’d like to think that the animation industry like many other industries has its ups and downs over the years. But you’re hard pressed to say these recent fees haven’t been the worst in a while. I won’t say it’s dead or dying, more like in a coma. Hopefully it wakes up sooner rather than later, whenever that may be.

You've pinpointed the exact reason why animation specifically is dying/dead. I graduated a year ago and there are no jobs, 75% of people are out of work (this doesn't include new graduates entering the market every year).
Moreover, the jobs aren't coming back. I've been hanging around industry professionals and they've all come to this conclusion, the death of TV has caused this shift. There is currently no way to replicate the format TV allowed animation online, it's simply not profitable. There will be a new format in time I'm sure since people still like the medium, but the industry as we knew it is not coming back because it unfortunately isn't compatible with the internet. A lot of people are already pivoting to other careers and going back to school. Anyone else is either rich or delusional.
This too, especially video games. Kids don't really care that much about animation these days and that's another huge factor, they love video games and social media instead.

The 1950s-70s art community in the US did all of that damage. Since for the time period it was nothing but assholes splattering paint on walls, or gluing together garbage with too many high profile individuals like Warhol and Yoko Ono getting too much press. Even art schools at the time jumped on board and never taught a single fundamental for about 30ish years. so everyone else losing all respect for an artist or art in America had a valid reason behind it.

It's not just animation that was hurt by the transition to streaming, all production everywhere dropped.
TV days had every channel, the 8 major networks and then the 15 or so bigger cable channels each buying new lineups every single fall. That's anywhere from 5-10 new shows every single September for about 20 channels overall. Not including new seasons of past productions.
Streaming has distilled things down to 5 major platforms with 2 more slightly viable ones and the rest are all old content. Those main 5 only purchase somewhere in the area of 3-4 new series a year. And they make significantly large gaps between seasons, sometimes 2-3 years between seasons. The way things are scaled down, the entire industry is equaling the output of a single cable channel of a decade ago.
Add in extra bullshit like the music industry fully collapsing around 2019 so no licensees, the theater industry collapsing during covid, and you have entertainment as we know it in fucking shambles.

I grew up wanting to be an artist and I went to a quite well respected art school in the early 00's for illustration. Even then as part of the business course we had to do as part of it, one of the lessons they repeated was that if we wanted to make art our career, to marry someone with a real job. And they were right, everyone from my year who got successful, which weren't many, all have partners with a more stable job. I married a hair dresser with an immune disorder and don't regret that, but I tried for many years to make art a viable use of my time needed to make money for life and eventually gave up on it entirely, even as a hobby or for fun. It made me so bitter in the end, it's the single biggest regret of my life.
