This a dumb argument, because you're taking anime characters from roughly the same era, whereas the Spider-Man cartoons span 3 decades. Some of t hose entries are even deliberately evocative of an older art style.
If you go back as far as you did for the 90s Spidey, Japan was producing manga like Berserk, Yu Yu Hakusho, Pokemon, One Piece, Ghost in the Shell, Jo Jo's Bizarre Adventure, etc.

Tough question, both have been done well and done poorly. I’d say my favorite animated aesthetic ever executed was in anime, but there are some cartoons that are right neck and neck with it.
The bottom of the barrel lowest of the low is dominated by cartoons, while anime tends to congregate in the middle. Anime on average is “mid” while cartoons are more on the extreme ends.

More variety in design on average
More personally expressive character animation on average
2D Disney look has a physicality/realism to it that isn’t uncanny like rotoscope
Wacky Toony look is expressive and lively, very inventive movement
What I like about anime aesthetics:
Detailed and beautiful designs
Better direction/composition on average
Star animators going wild and giving us action sequences or mechanical stuff
Better use of color on average
If I had to pick my favorite it would be FLCL which carries the strengths of both.

Kemono/furry/anthro is getting popular in Japan and China the past years. We will find more of them on mainstream anime/manga soon. Though, they are mainly aimed at women/girl.
