I feel like we're all forgetting that it's been somewhere around 5 years since the comic began, so Annie now being a whole foot taller does actually put her well above Jones, she was really tiny before.

Good for her too, maybe Kat finally got Annie to eat a freakin cheeseburger.

I don't think it's about forgetting, it's about Annie's anatomy to still look like a young teenager, in opposition of what the other actual adults look like. It's a common problem in comics and cartoons, girls should look like adults by the age of 16-17, but since the story needs to make it clear about who is "young" and who is "adults", the art stays really different to the point of becoming paradoxical with 19 year old still looking like small children near their own parents

Annie looked the oldest around chapter 30. That's when the art peaked, too.
