It's not a BAD rogues' gallery. Not really. Ares in the right hands is a Justice League-level threat. Circe is very dangerous as well. Cheetah makes for a good "normal" villain, somebody to recur to fill the dead air between story arcs. Dr. Psycho is a fun villain. Dr. Poison was used decently well in the movie.
It's not an absolutely shitty rogues' gallery. There are way worse. I guess the thing is that they've just generally never been handled well. Like almost everything related to Wonder Woman, they have a lot of potential that's just never been realized.
I like Cheetah when she has a nice design.
I'd only care if her fights got brutal, and if it were well-drawn, and she was really hot and sexual.
Basically, I'd want a Western equivalent of Atsuji Yamamoto's Arnis.

Because the cheetah is the fastest land animal which I guarantee, other than the look, was the only thing the creators knew about cheetahs when she was made in the early 40s. They didn’t have internet, the only practical way they would know how cheetah sounds would be if they watched a film where someone didn’t dub over them with a scarier roar.

That's honestly not a bad idea. Even if it's not quite as famous as Batman: The Animated Series, it's absolutely the case that Superman: The Animated Series did wonders for his rogues' gallery. Gave us a fantastic take on Luthor. Reinterpreted Brainiac for the better. Gave us very cool takes on Parasite and Metallo. Turned Darkseid himself into a sort-of Superman villain. Invented Livewire and Volcana, both of whom are now in the comics. Gave us a very cool take on Mr. Mxyzptlk thanks to the late, great Gilbert Gottfried.
Wondy absolutely needs something like BTAS or STAS, helmed by a crew as good as Timm and co. were. Something to streamline and organize her mythos and her villains and her world, give it a "definitive" portrayal for normalfags.

I remember there was a video by a guy called Blowshimselfupdude where he said Wonder Woman isn't really iconic cause her villains and supporting characters and it pissed off a lot of people back when comic YT was niche I remember one video reply by a gay dude who loved WW lmfao. God I miss old comics YT.

I would hazard to guess that yes, they just picked an animal that hadn't yet been used and just ran with it. So the signifcance has to be retconned back in to explain why specifically. I would say cheetahs are the most feminine looking large cats possibly another reason why they picked a cheetah since circus tamers fought against lions. Minerva (the most popular and enduring character) is also a rich modern woman who is turned into a ferocious corruption of feminimity. She uses both her helplessness (in human disguise) and ruthlessness to exploit men and women and is initially attracted to becoming the Cheetah due to funds running low and wanting immortality as instead of having a child she can just get an accomplishment. I have not read Perez's run so maybe this is all dumb. But anyway, maybe Cheetah could also benefit from maybe suddenly having the urge to have a child which drives her crazy and eventually maybe she gets a man to also become a cheetah that impregnates her and she kills him leaving her to psychologically abuse a child kinda like Slade in TT. An inverse of Wonder Woman's message of the power of the nurturing side of feminimity and add a dynamic of enlisting a child into a war against her kinda like Harry and Norman Osborn. Except maybe something different could be added, I dunno. Also Wonder Woman usually being depicted nowadays as being more ruthless and hot-tempered than Supes and Bats could also be exacerbated by Cheetah's speed and violence leading to WW having to act fast and decisively which gets questioned by others and possibly leads to hints or possible underlying sexism. I dunno I just wanted to challenge myself into thinking how to make Cheetah an arch-nemesis like Joker or Lex on both aesthetic, characteristic, and thematic levels.

Also would WW benefit from learning magic? I mean she mainly is brute force but WW with spells she uses sometimes or Grecian/Amazonian rituals could be interesting. I mean it wouldn't hurt for her to have more options and maybe different magical weapons. Of course it would have to be justified and I don't know much about WW but it was something that came to mind.
