We really dont know any of that all we have is a bunch of unfinished storyboards and its only for a couple of Ep's. What we do know is that Bobby and Connie are an item again which is odd because Connie breaks up with both Bobby and Joseph and neither of them try to make the move on Connie anymore because Connie basically stops being a character all together in the show.

Nah, I could see that reading when he was originally portrayed as a duller boy but Bobby pretty consistently displays complex emotional intelligence even if he's immature and inexperienced he still does his best to read emotional subtext of situations and empathize to deduce conclusions that aren't readily apparent.
In fairness Hank less wants to live vicariously and more can't fathom avenues of success that aren't ones he appreciates. It's less he wants Bobby to live his dreams for him and more he's pretty content with life and believes that Bobby's path to achieving what he has is to live similarly but he has difficulty seeing Bobby isn't him and The world isn't the same.

So, prior to the storyboard leaks, there was another leak during one of the VAs interview where there is a poster commemorating Bobby and his career as a famous chef of sorts. He heads his own fusion cuisine restaurant in Austin and has won a couple of awards for his work. The only downside is that part of his style of cooking involves charcoal grilling which... well its kinda obvious how that impacts he relationship with his dad.

Hank wanted to do exactly what he is doing since he was a child. That's kind of his joke:

I don't know what you could diagnose Bobby as, but I know he remained engaging and entertaining throughout King of the Hill's entire run. It's insane how Loren Bouchard had Jim Dauterive help develop his series and then proceeded to make a worse Bobby, one that somehow grows worse and worse with every new season...

Cotton is far worse and more unreasonable than Tilly, but Tilly's personality was probably the worst thing for Hank apart from being equally as abusive or literally absent.
I don't think Tilly is wrong for wanting to soul search, no matter your age you need to be content especially if you're gonna die soon. Early season Bobby had some classic simpleton traits (as did Bill) as in none too bright but makin his way the best he can, in ways that come off weird sometimes. There's a slight overlap between that and some of the classic forms of autism that used to be the first thing you think of when you hear autistic (the other being the Rain Man type) which really bears no resemblance either to the autism we get now, nor the massively misaccurate label that autism gets now (which yes, that would cover Bobby, because it covers fucking everyone)
