Every country provides either tax break or some sort of incentive to bring work over seas and Canada. There's also other countries are starting to invest in their own industries. South Korea recently announced that they're putting in $1 billion into just their animation industry for the next 5 years.

Then there's also the lack of interest in hollywood films abroad. Remember when China was the big important get? They still account for a decent amount of world wide box office, but that number has been shrinking over time. Mainly because they've learned that they can just make movies themselves. That's why Ne Zha 2 came in as a surprise.

The issue is just that it's perceived to be worth it/safer to invest in blockbuster movies than low to mid level stuff. Which in turn means you're only going to get the big studios to fund animated films of existing IPs.

Honestly if Latin American countries wanted to, they could easily take over the US animation industry if they provided tax breaks. Shit I mean Mexico and Japan were the first outsourcing countries in animation.
