It's rare, but you can have earlier or later activations, plus partial activations. Nightcrawler was born with his physical mutations but not his teleportation, Multiple Man had his powers as an infant, and Polaris is a bit of an odd case given retcons but originally had her green hair earlier or around the usual time but her magnetic powers came from external activation of her X-Gene later on, while post-retcon her magnetic powers kicked in while she was a toddler but her green hair came later.
Powers usually kick in later with some exceptions. Physical mutations are a different matter entirely. Nightcrawler, leech, Artie and Goblyn were all born physically abnormal, to name just a few.
