Yes it is. There are artists that have a few thousand followers, get lucky with a couple viral tweets, and get 10's of thousands of followers in a day. It's rare, but it happens. This guy got popular probably because he makes pseudo SFW stuff. Not sure it'll last, though, the gooners want their dues eventually or they lose interest.

Oh, I thought he'd been around for a few months. The artist I'm thinking had a Twitter account for over a year, but made like 2 or 3 posts. Then he made a post and it became a hit, then posted like a week later and got another hit, and he snowballed like fuck from there. The moral of that story is before you release something, ALWAYS have something in reserve just in case you score a critical hit.

Most indie series tend to have an official account that ends up being just as popular or even more popular than the series creator's own account. My theory is that this is an established animator that thought that making an "official" account for this "series" would get more attention than if they just posted their stuff under their main account or alias
