Yeah I thought this was pretty obvious. Like if you want to go down into the nitty gritty scientific details of bending, firebending = plasmabending is probably the easiest one to lock down. Wether steam belongs to airbending since it's a gas or waterbending since it's H2O is far trickier. Maybe airbending only applies to the common gases of the air like nitrogen and oxygen, so steam still belongs to waterbenders. Also what constitutes "earth"?

Steam belongs to multiple benders since you can manipulate it with heat, wind and water. Uncle Iroh used firebending to heat up tea and his own chains when he attempted to escape.
