Other people also have memories of Elan though.
The only thing that permanently deletes memories is rape snake venom, that said this Elan that they're seeing isn't necessarily bits of the actual Elan's dissipated soul.
IIRC, the core leech takes away some vital aspect, which causes the khert to stop recognizing it as a real thing and delete it.
So its just like any other death, but probably a bit more painful and a bit more degrading

These are memories, not ghosts. Like how Duane was being propelled by squishies of his family, as he remembers them on a good day, during the big surge just a few pages ago.

Those memories are by the people remembering them. The squishes aren't showing real souls any more than the eels have. Just what the person seeing them remembers and perceives them to be.
Well, like, the eels we see are either eels (presumably default form) or humans (babies.) There weren't any dog eels or guillotine eels or anything.
That's why it struck me as odd.

The eels have been taking various forms evoking people's bad memories (Quigley's Aldish Mud-men) or just things that would illicit further pain/grief (dead Elka phantom)
Also pretty sure we literally see an eel being a dog during the fight with Bloedlus but I don't remember exactly
