It's likely because Nolan sees Bane's angle more as a Doc Savage turned bad type than the Venom/muscle abomination aspect. To him, the venom is more something that he uses as a crutch than his entire character

Some people think life is like a video game where you only have a set amount of stat points so if you put a bunch in strength than it must mean you're a big stupid oaf with barely any stats in intelligence.
It's a coping mechanism because if they're physically weak they can delude themselves into thinking they must have a lot of stats in strength. After all they love "nerdy" things like the MCU and Star Wars and nerds are smart right?
