It was mid in every sense of the word
It just didn't have many ideas. Every plot was really basic and threadbare, and it tried to be slow in a methodical sort of way, but the directing was so poor that it just ended up slow in a boring, empty way. Gotham felt vacant, villains didn't have strong enough personalities or fresh enough takes to be compelling. Other characters like Gordon were the most bland I've ever seen them.
There were elements that could have been promising, but they just didn't get followed through on. I don't know how you have Harleen be Bruce's therapist, and have a grudge against the rich people in the city, only to not have those two ideas actually come together and create drama. The show was full of stuff like that.

I think it's more like they've blended the characters so much over the years (especially on the tv side where Oliver was used as a Bruce stand in for nearly 15 years straight) that nobody really knows how to do Bruce as himself anymore or is even sure what that is

I just want the characters to be depicted correctly. Jim Gordon isn't black. You want a black commish? Fine, make him Gordon's predecessor. Make him a mentor to Jim anbd have him talk about how hard it was for a black man to get ahead in that time. You want a female Penguin? Make her Oswald's mother, the matriarch of the Cobblepot crime family. The list goes on. There are ways to do what they want without race and gender swapping but they can't help themselves.

Didn't really do anything with the period setting and actvely did things that worked against the period setting.
Stories weren't any darker or more mature than BtAS, despite being partially sold as such, but the characters were way blander with less interesting stories or arcs.
They made Bullock a straight up dirty cop, so they can suck eggs just for that.

It was pretty good. Not the best, but pretty decent for a Batman cartoon. It just didn't leave everything on some massive speculation at the end of S1 so nobody was really talking about it.
