He killed Gwen Stacy, which elevated him past Otto, which Octavius has never been able to claim back. Venom came close but was essentially turned into a joke to elevate Ben Reilly in the 90s.
Killed Gwen Stacey thing kinda gave him a legacy to how he impacted Peter plus how his mantle also haunted Harry his son and Peter's best friend then how he came back from the dead to be a major villain. Though I'm more of a Doctor Octopus guy even if I still really like Green Goblin it's just that one story and adaptions gave Osborn/Green Goblin that prominence as Spidey's number one foe.

Ock has "other 8 armed animal theme, also science nerd but ugly/fat/even more bitter than pete", Venom has "he's darker spider-man, but also an alien monster so kinda totally separate"
Goblin thematically, has nothing to do with Spider-Man, but he does with Peter....Peter was the angsty but optimistic teen-young adult hero, Norman is the ultimate jaded old guy who believes in power and cynicism. They both have a combination of powers with gadgets, so they're a physical match, and even though they don't compliment each other like Batman/Joker, there is still something "believable" in that he has his own, non animal related theme, he wasn't born because of Spider-Man or just conventiently animal themed while becoming his villain, he's his own guy
Killing the hero’s first gf is a high bar most other villains can’t top to become arch nemesis status.
This page to me perfectly exemplifies just how deep and personal the bond of hero and arch villain is between the two. Not only was Norman the only one to realize something was up with Spidey, but all it took was a single quip to know the real one was back.

and ditko put a bit more time into his character than the others, he wanted a villain with a lot of intrigue over his secret identity
so when ditko left and got replaced by gerry conway, it was obvious as to who should kill gwen stacy
He was the first to find out his secret identity,t hen he was a supporting cast member, then he killed his girlfriend which cemented him so hard they kept inventing replacements, and then he came back and has reigned since then.
You just took a joke page and tried to attach some sort of kino to it when it's just a once in blue moon moment for Slott writing something mildly funny. Yeah it makes sense since Gobby expects Spidey to joke and quip. Perhaps it's just your personal tastes but if you want a better example, the Death in a Family story, even with the horrible Ramos art, is better at achieving that pathos.
The end of Revelations where Norman kills Reilly as well as the stuff with him trying to brainwash Peter shows that all this shit he does to Peter is simply impersonal and he just wants to torture him for "killing" Harry and it all started in the Ditko days because Spidey was simply threatening his criminal empire. Only when Norman found out his identity and killed Gwen is when it became personal only according to Norman's own schemes.
Maybe you agree with that but those stories I mentioned show that it's half business, half personal except during the 00's when he grows obsessed and crazy from finding ways to torture Peter. It's not a bad direction but I miss schemin' Norman.
He grew to that role because people were intrigued by the sheer weirdness of the Goblin motif and his gadgets and the mystery behind the mask.
Basically a combo of his mystery, strength, criminal leadership, and gimmicks that culminated in him finding Peter's identity for real made him the number one archnemesis. I think the motif fits as says for all those reasons but also goblins fit with spiders in medieval settings, witch's magic, and gremlins are creatures which fuck up planes which would instantly ruin someone and a goblin being like that sword of Damocles hanging over Peter's life and the web of people surrounding him, fits that.
Also goblins like greed and gold which fits Norman's wealth and the glider fits with that aforementioned Gremlin theme being a flying vehicle.
Read Revelations, lol. Takes place at Halloween and is a pretty kino goblin story.

Goblin and Joker would be interesting, desu. They have some overstated similarities but enough differences/
Joker is about chaos/the fun of it/the presentation, Goblin is about achieving long lasting power even if he revels in petty vengeance at the same time. Norman is much more of an egotists/opportunist than Joker, so the conflict would arise, who would win just depends on who the writer favors
Joker wins because he's so unpredictable and wild card etc, Goblin wins because he actually has order and goals and isn't just goofing around

Captain America and Wolverine definitely have evil counterpart as their main villain. Thor is debatable since the domains are different, but is also a god raised as a brother. Iron Man is also weird because most his notable guys are an evil counterpart to Tony Stark the man instead of Iron Man specifically (also dead).

They explored that theme a bit in 2000s issues of ASM. A wasp woman villain named Shathra was introduced when Spidey went to some spiritual journey into chaos dimension. She tried to feed on him and actually kicked Pete's ass for a few issues. When it didn't work as planned, she resorted to a cunning tricks every woman knows and said on TV Spidey and her had sex.
She was a cool one-off villain for a 2000s comic but then Marvel ruined it by bringing her back because no one can fucking die in Marvel universe completely.

Sorry anon but with your logic I would say Captain Cold is still Flash's main nemesis. At least from a man on the street type perspective. Opposite Flash is as fast as him but he's just obsessed with him? Nah cold man who slows Flash down makes more sense to me. His glasses make him cool looking and I don't know too much Flash comics but Cap Cold is like Doc Ock in the sense that he's not a super personal enemy like Thawne but he shows up enough due to his iconic look and more unique move set before Mr. Freeze became relevant.
As for the ol' shellhead, wouldn't the Mandarin be his main nemesis? Plays a part in his origin and uses his legacy to study evil magic, the opposite of the science Tony uses from his legacy of his father? I haven't read Iron Man but Mandarin growing more addicted and vain from conquering lands could be the counter to Tony's struggle to stay humble and not be an addict.
Spider-Man is much more a hokey themed guy than an actual spider guy despite some fans wanting that, like how people like organic webbing. He could easily look like this, more than being a mutant spider. So I think Goblin fits to be honest, both seemingly random themes interpreted in a classic scifi superhero fashion

All of the Goblin knock offs were an attempt to fix the "oh shit, why did we kill Norman" problem. No one could replace Stormin Norman or Doc Ock of that matter.
Venom lost all chance of being the all time greatest villain when he got his own onging and started teaming up with spider-man to fight Carnage. Carnage has for all intents and purposes become the defacto Symbiotes villain.
I hate to powerlevelfag, but my problem with Otto is that he's just some dude (an out of shape one at that).
His one superpower is specifically something that exists to be countered by Spider-Sense. Spider-Man should be easily beat him in one punch (and he often does) unless the story bends itself backwards to justify it even being a fight.
Norman on the other hand has similar super-strength and durability + healing factor and all kinds of Batman-tier gadgets, so far as fight scenes go he's a better match for Spider-Man as well.

Scorpion first of all never had a great look. He's just a bland boring looking green guy. Venom massively overshadows him in the cool looks department. He needs more than green with stripes.
But also no one could ever really think up a good gimmick for him. Scorpion abilities do not translate to superpowers well, and no one ever fully decided what the tail should do. It's sometimes a whacking, bashing thing, sometimes it has a little blade, sometimes has a laser on it, sometime shoots acid, sometimes it's jut a Dock Ock arm.
After all that, he has no real function. He's a dumb lug with bug powers. No real goal other than revenge on JJ sometimes. Other than that he is a common criminal that robs people. Dock Ock and Osborne are megalomaniacal supervillains with city domination plans. Venom has the revenge against Peter and he has some delusions of being a better hero thing.
