Always had a story idea where the Joker was being kept alive with loose Arkham security by the criminal elites of Gotham to keep Batman out of the hair. That scene in Year One where he gives them the "you have eaten well" speech scared the piss out of them, so to make sure that shit doesn't happen again they pull every string to make sure Gotham's full of dangerous nuts.

He literally did the exact opposite and was so conflicted about proving he didn't do the murder he was about to be executed for, that he didn't even turn in the real murderer and instead just let him walk to the police station.

No, because then they'd have to think of an example and that's hard to do with stuff that never happened. The most he ever did was a lazarus pit dip and that's because Gotham was literally about to be nuked. Like actually nuked. Not 'Just a big bomb', fucking wiped off the map if Joker didn't tell him where it was so he could stop Ra's.

Laws in comic seem to work differently from the real world.
The only fitting end to the Jonkler is him causing a riot and then getting trampled by it and no one realizes it until the event is over.
Gothamites are probably terrified that even if they took matters into their own hands and shot him to death, that somehow he’d eventually come back and come for revenge.
I've said it before but if I could decide the outline for a Batman story, I would have Batman quietly accepting Joker being executed as its framework. Bats telling to himself, through narration, or through some life advice by Alfred that this is the right outcome, some lives are just not worth preserving and that he's done all he could. It's on-character to not have Batman want to play executioner, but many stories twist this to such a stupid degree that's diminished the core of the character.
They should just accept that they exist to be killed by villains like the Joker.
I would just have Batman admit that he doesn't kill the Joker because he doesn't want to get rid of his favorite toy.

Not sure but in the DCAU, the government didn't execute Joker because the courts thought he's just misguided and thought it's possible to reform him. Now my headcanon is the events of Wild Cards proved to the courts and the Government that the Joker is not insane but a evil parasitic monster and that if he ever steps foot out of Gotham, he will be executed.

My new headcanon is that the federal government in the DC universe has a "Don't interfere with Superhero Cities" rule.
If something happens in Metropolis or Gotham, either the PD or a Superhero has to deal with it, because the federal government doesn't want to get involved with Superheroes or Supervillains. As long as Joker operates in Gotham, it'll just be the PD trying to kill him.
This also explains why supervillains prefer operating in cities with superheroes, because then they don't have to deal with the feds.

There are multiple times across Batman media where Batman could have let the Joker die, without getting his hands dirty or breaking his one rule. But actively went out of his way to save his life.

Exactly. Bullock, Cash, Montoya, or even Gordon could kill the Joker and literally no court on the planet would convict them. And even if Bruce because of his sense of justice did have the book thrown at them, they'd be treated like royalty in prison.

Batman invented a robotic Black Mercy once and imprisoned Joker in it. Joker escaped and poisoned everyone in the city again.
