Probably a mix of it being originally for cable, and looking innocuous and inane enough that the S&P folks just skimmed over it. It was usually the action shows that they'd get bent out of shape over.

Did the show use digital coloring?
Looks like it does. I know the analog quality makes it look cel, but the colors look so digital. Almost looks identical to the digital coloring tools you would see in 80s HB shows.
Despite being new technology, it looks ugly. I can see why Dexter and PPGs were painted with cels and why it has better color usage.

It's a stretch since all the early cartoonists pitching to CN in the '90s were just using their own particular styles, but many of them did admittedly work on 2 Stupid Dogs, even if briefly. That makes its influence at least somewhat comparable to Rocko's and New Mighty Mouse's.
