And even if Bruce could solve all of Gotham's systemic issues (which he's actually not allowed to do because one of the downsides of being a century-old superhero is that you're never allowed to have a permanent solution for the good of the IP), it wouldn't actually solve the whole "Ice guy with an ice suit and and ice gun shooting ice at things" issue that's the bread and butter of the IP.
