- In sexual matters between men and women, men usually initiate, and are expected to do so. Therefore, anything that would incite a man is treated with more seriousness, because men are expected to act on their urges.
- Men tend to be more sensory about their sexual interests. Women tend to focus more on power dynamics, personality, and the social aspects in general. This is also why literary porn is more common for women, while visual porn is more common for men.
The result is that female nudity is seen as stimulating, while male nudity is seen as ribald. Gay males historically wouldn't be accounted for, as a minority.

The question was why one is seen as funny and the other wasn't, which assumes that it's already the case. The same difference exists in other countries, but many don't care as much, because they're not as afraid of things that could be sexually appealing. This is probably related to America's English heritage and Puritan roots, and I'm sure its media hegemony has made it a lot more apparent.
