The type of contract he signed was the standard for the time. Every other creator who signed such a deal with DC got their rights within 5-10 years or so. Watchmen becoming as popular as it did was completely unprecedented. Moore didn't expect it, and neither did DC. And when this unprecedented occurred, DC actively made the choice to enforce the letter of their agreement, rather than its spirit.

Obviously, they had every reason to do so, but it still sucks that the creator of [THING] doesn't get [THING THEY EXPECTED/DESERVED] because their work was literally so impossibly high quality that it changed the motherfucking game.

That's incorrect, Moore and Gibbons when flat out told "we're never going to stop printing" tried to renegotiate which is where the whole Minutemen prequel idea came from, it's only years after that first flat out refusal did DC go back to the table and offer them the same deal but at that point they didn't want anything to do with Watchmen. A DC exec that came in charge after the whole fiasco was wondering why they didn't have any more books from the guys that gave them their most successful one of all time and commented on how retarded this whole thing was, the whole thing is basically a retelling of the Golden Goose parable.

Also fun fact DC also fucked over Moore with V for Vendetta since the contract for that had similar verbiage and despite being substantially less popular it has never gone out of print either for obvious reasons.
