Is it ever explained in-universe why all of Wolverine's clones are female? And why those female clones look nothing like him? What makes a "clone" in this context? Some odd configuration of claws?

Yes, actually. The Y chromosome in the genetic sample they got was damaged, so they jury-rigged it by replicating the X chromosome and that had the effect of making them girls.

Laura looking asian isn't a consistent thing, probably just artistic license since she's pretty similar to Cass. besides, we alerady have Akihiro as Wolverine's son, and I think Logan's dynamic with daughters is cooler.

the reason is shameless attempt at sales. wolverine is so ubiquitous and overrated that he has his own trope about being used so often. he's a recognizable character not because of his character, but because of cultural oversaturation. so having girl and woman versions of him seems like a way for CEOs to rationalize selling it so more women read comics. but that won't work well

x-23 should have teamed up with the punisher years ago to stop human trafficking and pedo rings as well as defend sex worker unions (given x-23's origin story) but marvel doesn't have the balls

It literally is. First issue of the original X-23 mini. They explicitly say the reason and it is because the sample was damaged so they could only make female clones.

X-23 was created because Marvel really wanted Wolverine to have more of a presence in the X-Men Evolution cartoon but the showrunners deliberately made him an adult so he could be a background character and let the kids be the stars. So they compromised by making a girlverine since they didn't want to make the show all about Wolverine nor did they want to make a teenage boy Wolverine.
Marvel eventually corrected their mistake by making the next cartoon Wolverine and the X-Men, a show where him being front and center was part of the very premise.

X-23 started as a stocky average-looking mutant agent.
Pretty much just female Wolverine and the sort of character that would be seen as pandering.
Only later has she genericised into a kind-of Asian-looking ex-sex worker.

I think if you're artificially made using DNA from a single person, even if you end up looking different because they messed with that DNA or the writers didn't quite understand genetics or whatever, you're a clone. Hell, even if they do use more than one person's DNA, if the intent was to make someone or something with specific traits from one of the "parents" then I could understand the word clone being used, since they're trying to copy something, even if it's just partially.

Originally: They got a sample of Logan's DNA. The Y chromosome got damaged so they just used two copies of the X-chromosome. Stuff like them being taller can be handwaved with a mix of "epigenetics" and "damn, guess that Y chromosome had a lot of short genes on it, huh?"

Cowardly retcon: X-23 is not really Logan's clone because like half of her DNA is taken from her "mom," the scientist that made her. This is a cowardly cowardly retcon made up because people felt too uncomfortable fapping to Wolverine's clone.
