to be fair, there was an episode where she got them all back. it was mostly an excuse to bring Angel back after her runaway popularity.
You better believe me when I say most writers WANT continuity, and WANT to end things. It is the TV stations that mandate episodes to be self contained. I can bet my own ass that they wanted to bring Angel back anyway, and sooner.

Apparently the first number is a series number. So you can have something like 50 in one series like 200 - 250, then it would go to 300. Though it seems they went ahead and made like 100 or so for each series even though they aren't really fleshed out.

0-Series: Jumba's test batch, including many household helpers.
1-Series: Civic disturbances.
2-Series: Technological and scientific.
3-Series: Psychological.
4-Series: Top secret and mysterious series of militaristic and mostly failed experiments.
5-Series: Elemental and environmental manipulators.
6-Series: Battlefield and doomsday experiments with galactic implications.

Jumba exaggerated that part to make his experiment look more impressive to the council. If you judge by what's on screen, Stitch's brain is not a supercomputer. Hid father fucking lied.

Super computers aren't necessarily super intelligent, it's more about their processing speed.
However a sapient super computer could become frightfully powerful given enough time to build up knowledge and experiences. Stitch could easily have the brain of a super computer but he's too young for that to mean much. Maybe in 500 hundred years Stitch will be hyper intelligent and a force to be reckoned with.

It's not about effort, Jumba specifically mentions he was programmed to have proper speech.
Having a speech impediment is not a concrete sign of lower IQ. It might just be an autistic trait.

"Maybe" aside, you just highlighted the issue. It's easier and cheaper to get an average space computer, and wait 5 days.
So far it's somewhere between 127-141, so yeah enough to fill out an entire Pokemon region.
Had all of Stitch's strengths but was lazy and cowardly.
Sure if the goal here was computational power. But it's not.
This is a nigh indestructible weapon capable of inflicting massive damage to a civilized world and it's only going to get smarter and more dangerous the longer it's alive and allowed to roam free. That space computer is only going to age and become obsolete while the weapon keeps growing stronger and smarter.
