There was a one-off villain who fought Batman and Robin in the 1966 named Death-Man.
Due to the popularity of the 1966 TV show DC had licensed out Batman to a Japanese comic company. They started a Batman shonen and reinterpreted Death-Man as Lord Death Man, a more theatrical version of the original character.
Some 45 years later Grant Morrison brought the Lord Death Man version back in Batman Incorporated, s this over the top immortal crime lord terrorizing Tokyo like a GTA player with five stars and cheat codes on. He quickly became a fan favorite.
Then a hack named Joshua Williamson gave him a daughter and made her a supporting character for Damian Wayne. Her intro arc had her and a bunch of other original characters run through Nightwing's rogues gallery in a world's greatest fighting tournament. Then she enrolled at Damian's high school.
Her name is Flatline. Say something mean about her.

The cast for the tournament arc is my biggest criticism. I get not wanting to use Shiva/Tiger/Dragon. You did pull in Silver Monkey, Constantine Drakon, and NuShrike. But the rest was like you threw darts at a board or picked randomly from a wiki.
