In the 2000s at least, it seemed like most people accepted them as two different words. All races were saying nigga pretty often. That was never uncontroversial though. I remember a black girl getting mad that I said nigga in high school. I was confused because I heard it everywhere, but it also makes sense considering it is just a twist on nigger. I don't say it anymore around other people. Partially because attitudes around the word have changed, but mostly because I don't I'm not around other people anymore.
