I don't think anyone claims it, I think this "for white people" thing mainly has to do with how white people these days tend to hate anime, ESPECIALLY any anime with fanservice, so something that people perceive as being *like* an anime but not an anime, and not having most of the elements present in anime (or Japanese media in general) is perceived as being for white people.
Kind of like how Castlevania is anime for white people, it's anime with all the "icky" parts taken out so you just have the artstyle but it's written, presented, and designed like a typical western show, since it *IS* a western show.
