if i remember correctly, he only spanks naughty kids and when he was arrested it was for spanking a good kid, so i think spanking kids is a service he offers

Plus it was part of the joke given the nature of a random stranger spanking kids asses setting off alarms while simultaneously have villain adults do over the top shit like trying to fire kids off to space or cause massive property damage and it just get sort of shrugged off by everybody else.

Generally speaking Spankulot actually did have genuine good intentions and tried to make amends after only for the KND to sabotage him. Granted he was being annoying but yeah. Actually if I recall right the KND were responsible for framing him in the first place

Spankula is a sort of satire/or parody of that culture because he actually goes to court for doint it in modern times (to an innocent child though, so maybe it was more that he was tricked)

It's a cultural thing that varies with time and location. Southern boomers were probably more okay with another authority figure administering an ass whooping to their unruly brats. Sure, not weird costumed freaks in the middle of the night, but this is KND we're talking about. The villains are just representations of things kids hate about adults, like spankings. That it was once a punishment is probably lost on recent generations whose parents are afraid to slap their shit for one reason or another.

It is funny as you gat Father who's the son of probably the most evil guy in the setting and he's around on par with some greedy camp councilor. Though Grandfather did say Monty lacked a certain ambition his brother had.
