When Tighten gets rejected by his crush, he just goes back to his apartment and plays his stolen games. Tighten had no reason to take over the city until it was revealed that Megamind fucked him over.

Megamind can't get mad at Tighten for stealing when he destroys the city on a daily basis.

Also, there's the point where just before MM's reveal, Tighten intended to team up with him and overthrow the city. His destructive "sperg" would have just as likely occurred if the city refused to bow to him.
