I'm going to be blunt. The Cartoon Cartoons all looked like flat lazy cheap simple geometric trash.
Ambition; they knew very often these designs would be subject to poor animation but pushed through anyway. And it led to a lot of wonky stuff, but when it worked well it was really cool to watch.
The reason styles got so simple and boring is that animators prioritized frames per second over the designs actually looking cool.
Adventure Time had more "fluid" animation than most of these shows, but who fucking cares when the designs are so bland?

cel animation required people know how to draw. modern animation is digital tracers cut and pasting and using 3d models to do all the work. they never learned how to draw or any basic composition or even basic color theory. they are outsourced to the 3rd world slave labor sweat shops working for pennies. they care even less than normal and just get it done between street shitting. obviously, when you remove talent and drive from the equation, you end up with race to the bottom that is modern animation.

I find it weird that Anon Babble as a board probably has the highest amount of ultra-hyperspecific autists that fixate on the most random things for eternity, but there seems to be literally nobody that actually seems to know the process of stuff like how cel animators chose their color palettes, what paint brands they used, how they mixed colors together for shading tones, etc. despite the fact that by sheer statistics there should be at ONE autist that knows all about that sort of production stuff; it feels like the reason why animation gets worse and worse is because for some reason nobody actually keeps an account of how the actual process works, so it's just straight up becoming a lost art.
Retards will never learn anything technical because that requires real research. Instead what they do is hyper focus on something absolutely absurd that they can't process because for some reason the very notion of fiction breaks their mind.
Art techniques become lost to time if nobody practices them and if nobody passes down their knowledge. Makes sense.

Alex Toth the artist who did designs for Hanna-Barbera's Space Ghost, Birdman, Galaxy Trio, Superfriends, Sealab 2020, The Herculoids and some Jonny Quest characters went to New York's High School of Art and Design so even if the Cartoons are low budget his art was nice to look at, unlike the so called Calarts style

Putting aside art style choices and even the tools involved, I feel like there's a real and perhaps more pressing issue when it comes to direction. And this really goes for anime too. Maybe more so. It feels like there's a lot of directors who either don't know how to frame shots or convey action. It's part choreography but also part mise en scene. A lot of new shows are all just very flatly shot and dull. And anime fight scenes have only gotten less and less coherent yet still get called SAKUGA.
We now have two generations of artists that grew up drawing ugly flat shit or anime trash. The well-made cartoons were made by people who learned to draw by observing real life and learning the basics. If you're lucky to even find a kid today who likes to draw, they just copy bad anime drawings.
That's true in which it's just sad of what we could've have.
Some of these old shows had really nice art direction.

the 90s was the last decade where Japanese animation studios did the gruntwork for western studios, in the 2000s that changed and they focused more on domestic anime
effort, a healthy industry, and also while people don't want to hear this, the 80s handed down shit like model sheets and techniques like building collections of stills and stock poses over a show's run that they could reuse to save on time for a kind of weekly assembly line if needed.
Also the mindset was better, compare commentaries about The Transformers VS Steven Universe discussing their production, since that's an example I see a lot. The former is all about how the show isn't about or for them, it's a job, and thus all their creativity is focused on making it come alive as a product they can be proud of to make their own kids or whatever happy when they come home to them watching it, while the latter is always the creators talking about making the show for themselves and to get sucked off-er to see the 2 dozen adult manchild fans they interact with regularly in their algorithm and blocklist curated twitter circles praise them and to work through their own traumas.
The post modernist idea that art is subjective and its only reason to exist is for the artist to express themselves is inherently destructive and degenerate. There's room for and should be personal expression works where the only standard set is your own satisfaction, but the root cause of art has always been to serve some objective goal or purpose as a foundation for all other forms to lean on and draw from. It's about giving something real to the world.In the case of animation, it's root relative artform is storytelling more than it is painting or visual art, where this is even more important because even a retarded infant can tell themselves a story where they win everything and feel good about it, but it takes real talent and effort to tell a story that communicates your intent to other people and makes them feel and know what you want them to. Somehow, the line animators, VAs, and writers on old toy commercials understood that better than the auteur wannabes who came after.

I have a personal hypothesis that both comics and animation benefited from an abundance of training in drafting techniques. Drafting was an important industrial skill for making technical documents, and when CAD programs took over a lot of training in technical drawing dried up because it was no longer a viable career.
I don't really have any hard evidence for this, but I can't help but think about it when reading the bio of old cartoonists like Carl Barks and reading they were originally trained as a draftsman, which was a concept I never heard of once when I was a kid.

Yeah it's very much drafting, a lot of art schools apparently don't really teach more than the most basic shit anymore, similarly with drawn from life or anatomical studies, at least as of like the early to mid-2010s, maybe they've pulled up since then.
Part of it is Cartoon Network's fault, some executive going into the 2010s super fucking hated action cartoons, which are traditionally the havens for a lot of those skill sets and the studios that made them served as kind of training camps for newer animators, and tried to gut them via shit like timeslot abuse and ratings manipulation. You see a massive fucking die off to focus on ren and stimpy wannabes and the early bauhaus boom shit start to occur around then for a reason. Nick meanwhile had like all of...like...5 or so story and action driven [or at least semi-driven] cartoons in its entire lifespan till that point I think? And Disney TVA was pretty much dead as well, so CN was the last major network bastion of that sort of thing alongside a few scraps on saturday morning blocs here and there. There simply wasn't anywhere else to find any work, let alone one that would require enough people to need fresh hires that you could afford to show the ropes. Not helped by unions for animators and VAs increasingly bloating budgets by parasitically attaching more and more mandatory contractors to things through the 2010s making it harder and harder for increasingly small amounts of work with tighter budgets to afford to go into and stay in production.
Contracts for shows also increasingly shifted from running contracts with seasonal bloc orders of 24+ episodes or syndication ready deployments of like, 50+ preordered, to adopting a relative of the french Cour system which has also absolutely wrecked fucking havoc on the Anime industry. It's fucked pacing to hell, put budgets and production plans on choke collars, etc, but it gives executives a lot of control on pulling the plug as desired.
Japanese animation.
Well. Some of them. They outsourced to better Japanese studios like TMS. Those studios became too expensive and too wrapped up in domestic Japanese productions.
Hell. Today we have reports that some animation outsourced to cheap studios in China actually then got outsoueced to North Korea.
That's not really new admittedly, the studio that makes that N.Korean propaganda cartoon with the hot fox woman american worked on The Lion King IIRC.
