The first episode would be coming out at the end of this year, it would be 20 minutes long, after that they would need more funding for the following episodes and the English dub according to what the crew posted on Twitter, they also don't have enough subs for multiple audio tracks ala Digital Circus so every episode would be uploaded twice, first in Spanish then in English, they won't be able to use the Cartoon Network and Warner Brothers characters anymore, but they can still use all the original Villainous characters still as the AI Animation Studio and Alan fully own them

AI animation Studios and Alan own all the Villainous characters, meaning that they can use them as they please, they're doing this because they animated this show's second season 4 years ago before CN ever released the first 6 episodes and then the Warner Discovery merger basically killed the show for good, now they can continue the series with the only caveat being that they can't use any of the Warner Brothers /Cartoon Network /Hanna-Barbera characters that they used in the CN seasons and comics
the remaining animated episodes would likely be lost forever unless someone leaks them since CN seemingly "tax wrote off'd" the show
if you look at the merch that came out this year the copyright goes "All rights reserved AI Studios Mexico and Alan" unlike the one from previous years who had "Copyright Turner and Cartoon Network Latin America"

Most networks require full ownership when they greenlight a show mostly because they pour money into development. Since they funded the creation, they want to own it. In rare cases, creators can negotiate that they retain ownership and the network is simply licensing their concept or characters (for which they’d typically get less money). Because Allan already had the story characters etc fully fleshed out and had published shorts, they likely worked out a licensing deal.

Kinda. It does mean we get new episodes, but it doesn’t mean the wait is any better, as indie takes notoriously a long time to release. So we are at least assured there is some work being done but we still have to wait a long time to see it.
