I have a feeling that he may be just a robot to distract them from the true villain which is the snake himself. Yeah, remember the twist with The Screenslaver from Incrable 2? I have a fear that they'll do the same here giving the fact there's too many twisted villains over the years in cartoon movies.

My idea of the twist could be an Great Horned Owl as it would definitely throw people off as were getting introduced to a reptiles, yet no avian creatures has been seen in zootopia yet. And it would go with how their eyes can be seen yellow in the dark, and of course eat snakes, and small mammals.
