Because Plastic Man is already a niche character that barely gets any use, so his son is basically the same in that sense. It doesn't help that Plastic Man doesn't really have his own corner of the DCU, no iconic villains, no side characters except Woozy, and even then, he's barely seen, that's why Plas is usually just an ensemble character instead of having modern stories in Mammoth City.
And it definitely doesn't help that DC currently has no Teen Titans/Young Justice book, so the younger character are all kinda just collecting dust, Offspring included.
What a shame. It's weird how little DC does with Plastic Man too, given his popularity
DC doesn't normally know what to do with characters that aren't Batman. Even ones they try to push into the limelight tend to get fumbled up
A better run DC would've already given Plas a cartoon and a run after 2006
Plus, at least one major creator really hates the character or at least hates the implication that Plas is a deadbeat dad. Which is an asinine thing to hate, Pre-Plasticining Eel was a ratfink fuck.

That's a weird thing to be upset about, I think it's an interesting character flaw to an usually upbeat and lighthearted character.
And it's also not like he and Offspring are at odds all the time, they can get along if the situation calls for it, they're still family and they love each other.
Plasticman but evil would be fun. Just add some rape in to the mix and a stupid edgy design and you have a DC classic right there.

Is literally the only thing dc can do with characters now a days. X character but evil. Rape is also just another staple of the label. you can't find a big superhero or villain in there that is not deeply connected with rape at some point.
Technically Morrison (I think it was him, correct me if I'm wrong) already made Plastic Man a bit of a perv back in the day when he made him be Big Barda's dress.

He's popular as comic relief, part of team books, and for powerscalers to go "WOAH DUDE HE'S SILLY BUT ALSO LIKE... SUPER POWERFUL?!", people like Plastic Man, but no one "cares" about Plastic Man, if that makes sense.
He's not a character people really know about outside superficial details, no one really knows what he does outside being a hero, if he has a job, a city of his own, his own villains, or a supporting cast.
I think one of the biggest problems is his alck of villains, you know what they say, "a hero is only as good as its villains", and Plastic Man has no villains anyone knows about, he doesn't have one single villain most people could bring up.

He definitely has potential, and even some villains and supporting characters of his own back in his old stories.
We just need a writer that's a Plastic Man superfan that decides to bring them back in a big way in a modern story, kinda like how the new writer for Supergirl decided to bring back a bunch of Kara's Silver Age elements.
Make a big deal out of it, maybe even establish one of those as Plastic Man's archenemy, that would do wonders for him.

In-Universe, Plas seems to be grouped more with the Modern Day heroes than the old timers, implying the former ones are his actual peers.
This is reflective of in-universe, Speedy and Green Arrow are there because they got transported back in time to the Golden Age for a bit in current continuity.
