Depends on the stat gap. They both have weaknesses that either could hypothetically exploit (Tighten's irritability, Syndrome's showboating, and their mutual foolhardiness), it can sway either way very easily if one of them is definitively the stronger one. Tighten should have better speed/mobility no matter what, and Syndrome is obviously smarter, but neither benefit would be too helpful if only one can kill the other.
