Because Sylvester & Tweety didn't and Tom & Jerry

The lack of dialogue contributed a lot to Tom & Jerry's success. You didn't have to understand English to enjoy good slapstick. Meanwhile half the humor in Sylvester & Tweety was in their accents and funny ways they say things, harder to appeal to a broad demographic.

What in the hell are you talking about? Sylvester and Tweety were one of Looney Tunes' most popular creations. Two out of six of the Oscars they won were Sylvester and Tweety cartoons. Admittedly, Tom and Jerry had more awards then them, but that didn't make Sylvester and Tweety any less enjoyable.

Jerry was a better character than Tweety, if I had to guess - and while Tweety is not a great or even good character, by and large, I don't agree with "terrible," more that he's an OG Mary Sue type character.

But OP's premise is flawed, as anon here points out; while this is an excellent point but as someone who has traveled international, which many burgerlanders have not (most don't even have fucking passports), you can find good translations of numerous 'merican cartoons like Flintstones, Pink Panther, Jetsons, Looney Tunes, even stuff that definitely relies on English language humor like Fractured Fairy Tales, versus just accents and slapstick like Rocky & Bullwinkle, had successful AND POPULAR translations in foreign markets.

I never liked Sylvester and Tweety because I thought Tweety was really annoying while Sylvester felt like much more of an actual character than Tom so I usually felt a bit bad for him in comparison. Once he has a voice, personality, and a relationship with his owner, it starts to feel a bit different to me than the relatively blank slates of Tom and Jerry.

Probably didn't help that Sylvester looked like my grandmother's cat, who was kind of a mean bastard but I liked him.

Sylvester is a funnier dealing with any other character (Elmer, that kangaroo, etc) except Tweety. Tweety is the weakest Looney Tunes mainstay.

Well it would be hard to make any of them, and this includes both duos, have character development since their animations were just vignettes with no plot. As many saw with the Tom and Jerry movie from the 90s, giving them voices and personalities makes it harder to justify escalating antics, and it wasn't helped with the whole "oh, they're actually good friends" when the pair have basically trying to murk one another for decades before.
Thought that does make me think how the Sylvester and Tweety Mysteries was actually a pretty fun show. You had Sylvester still wanting to eat Tweety, but having to put aside that motive to help solve a mystery, and it also let Tweety do more than sit on his ass like he did in 99% of his specials with Sylvester.

I honestly prefer Sylvester when he had to deal with Speedy Gonzalas+Slowpoke Rodriguez. Tweety is such a fucking drag
