the problem with this is the same problem with any villain getting the drop of Pete - either spider sense is a thing or it isn't.
cutting off two legs with a chain saw is not something that happens quickly, even if Flash was asleep, either the noise of the chain saw or the first cut would wake him up and he could phase away and be in an entire whole other room/space.
And even if you wanted to argue he was passed out/knocked out/sedated, if you are a villain, why not just chop his head off if you really have the Flash that much in your control? You want to torture him?
This is why hack writers write themselves into corners with stupidly bad plot contrivances and make both villains and heroes into idiot ball carriers 24/7.

Yes, but what do you expect when the same character is used and reused by several different people, many of whom might not even know the character well, and the well is has been going dry for decades?

Sure "The Flash got his leg chopped off!!!!" is stupid when you think about it, but it's shocking enough some people might buy a comic, and will probably be solved in a hand wavy way that will barley get referenced after the fact if it isn't a dream scene or alt universe.

No, having crappy stories because they sell and then having less and less readers and getting the whole of the western comic book industry hanging on movies by Disney of which people are getting sick of, and compared to the sales of a single Manga book, is not great.
It used to be that there was some really comics Anon, real bangers comic quite often and unironical enjoyment of them, some stuff that you could read over and over and still enjoy, and not just complain or comment on the internet, or get for their shock value in a single panel or cover. Not that this kind of bait didn't exist, don't twist my words, but now it really is all that still catches any attention and has been for a while.
In this instance the Flash wasn't even actually hurt, which makes sense with the character because he tends to be mostly inoffensive, but that's exactly the issue isn't it? Just shock value to attract sales and a hand wavy explanation.
