There are a few possibilities. He either has Pentex tech that allows for it, or he's a Glasswalker/BSD.

Likely the former, but the latter is still possible since they are all about manipulating tech and jamming equipment, like how they jammed the cop radio. He could also be a glass walker turned black spiral dancer, for all we know with how much he wanted that lantern.

Not exactly but close enough. Think of BSDs more as Accelerationists to Garou's Christianity. They gave up on saving Gaia and believe she is already dead, and the best way to help her be reborn is to allow the Wyrm kill her and start the cycle anew. They want other garou to join them if anything, seeing their outlook on 'saving a corpse' as naïve, but are more than happy to slaughter them if they are an obstacle.

Meanwhile normal garou see them as brothers that are too far gone. Depending on lore they can be saved, but it's a difficult process and usually one rage filled werewolves are not in the right state of mind to commit to.

Can someone give me a qrd on power levels in this world? My basic understanding from reading other posts is that werewolves are the tank class that start out the strongest and are very difficult to kill without prep time, but can't compete with the very highest tiers. Vampires range from slightly more powerful than a regular human to essentially viltrumites for the most ancient, and the magic users/beings range from conjurers of cheap tricks to Dr. Manhattan.

As much as he dislikes Chapman for being a freak who's barely containing the lust for murder and blood he has underneath, I imagine his ghoul makes for better company than people like Pyotr or Ape. You've pretty much got it. Werewolves start ridiculously strong but don't scale well to high level Mages and Vampires. The difference is that the werewolf baseline is utterly bullshit strong while the mage and vampire baseline is barely stronger than an average human and they'd need to work a LOT to get to the point where they could go solo with a werewolf without prep time.

Given that Ape was hard into the beliefs of the sabbat probably due to being left in that ditch when he turned (Oh my God he might have known Grimal) and Pytor was the actual sabbat larper, he probably didn't get along with them and his comments about them weren't sarcastic
