They mutually liked each other before he found the lamp. The prince wish was just to get around bureaucracy, laws, and red tape, which incidentally enough is personified by Jafar, whom set him upon his destiny in the first place..

In the scene where Al wishes to be a Prince the Genie asks him what he wants and he says "there's this girl" to which Genie reminds him he can't kill anybody. So Al starts gushing about how beautiful she is and how in love with her he is, concluding with

His wish was to give him the means to just be able to meet her on even terms, not to make her fall in love. That was all up to him.

This always bothered me. Genie still owes him a wish since he very clearly never granted his first one. He even says at the end "use your last wish and you can be a prince again". Again? You never made him one to begin with. If you did he would still be one now.

I forget where I heard this, but genies were basically superman, not magic gods.
You wish for gold? He goes and robs the sultan's treasury. You wish for a marble palace? He gathers marble and builds a palace (because he can't create material out of nothing). You wish to be strong? He probably exercises your muscles at night or something.
So that's why Genie wishes tended to go wrong; the sultan would wonder wtf happened to his gold and find out you're suddenly swimming in the stuff, ditto the owner of the marble quarry.

Djinns are powerful evil spirits in Arab folklore, basically demons. "Genie" is just a diminutive to refer to a friendly or otherwise subordinated/enslaved Djinn. Djinns do have sorcery in a lot of myths, so I'm not aware of this limitation you're referring to. Also since its just mythology there aren't any strict rules for what they can and can't do. If a myth calls for a Djinn to do something especially magical or the author just wants to raise the stakes they can say they are an Ifrit, which are the most powerful Djinns. That trope comes up several times in the Arabian Nights.

As for limitations: he can indeed resurrect people, but the result isn't pretty, as confirmed by the Genie. He also can't grant omnipotence, as the powers that he initially gave to Jaffar were limited by his human body.
As for restrictions: the Genie can't actually refuse to grant a wish. He's bound by contract by his magical shackles, that's why he has to grant Jaffar's wishes even if he doesn't want to.
So I can conclude that if you insisted, then the Genie would have to oblige and mind control someone into loving you.

The sequel movie mad a recurring point that while you can't outright KILL someone, "You'd be surprised what you can live through." Though further clarification in regards to whether or not the rule pertains to the cessation of life on the spot as an absolute will or does it also preclude creating a sequence of events that lead the death of the person in question.
