The whole point of the Presidency is that even a President must follow the law. He can't just do whatever the hell he wants, he has to enforce the law as prescribed by Congress and upheld by the Court. Luthor by contrast is beholden to none of that, he's a free citizen and a goddam supervillian with access to Superman-matching levels of tech. He doesn't give a damn what Congress says, he's got freaking laser beams and death robots. To become president would be, in his eyes, a downgrade

President is not a dictator. He has clearly enumerated powers and can be held accountable for his actions, and those actions are heavily scrutinized by everyone, thanks to the press basically never taking its eyes off you. Being president means giving up personal freedom. It means shouldering the burdens of state in addition to your own personal problems and ambitions. You don't start with a clean slate, either, you inherit everything the previous administration left for you, the good and the bad. It's not just a demanding job, it takes years off your life. Compare Obama's before/after pics. 8 Years president aged him like 30 years.
