How does this work?
It works like a community toy chest. In the /coc/ threads you are free to post whatever ideas/settings/characters you want, but you have to be OK with other people playing with them (tweaking them, putting them in stories, using them for things, etc.)
There's no guarantee that what you post will catch on either.
If the OC you are posting is YOURS for something you are personally doing, then it would go to the "How is your webcomic?" threads.
If you just want feedback on an OC of yours, then it would go in the "donut steel" threads or drawthreads.
If the thread dies suddenly or you still want to discuss something when there's no thread:

if the jannies really killed it that's some bullshit. other regular horny threads stay up just fine but when anons come together to get creative they nuke it. they couldn't even be bothered to move it to trash?

It may have finally reached critical idea mass where new art could not keep up with the current discussion.
Or the idea became overly bloated and no longer easy to insert new ideas into, thus killing interest and preventing new anons from joining in.
Or it got too lewd for Anon Babble and was deleted.
All of these are common things that have happened before with those sorts of threads.

For one of the first anons active in those threads I’ll admit that I have been quiet for a while. Even when the posts were slow, with barely any discussion, filled with AI and the same Anon Babble characters in thongs.
It’s that I made the concept of Thong Speedster for the very first thread… I wanted to actively participate instead of just ideafagging or gatekeeping against what I dislike… but I took too long drawing a single picture and the thread shifted in a different direction than the one I drew. Afterwards barely anyone interacted with my posts unless I repeatedly asked for feedback. Or when I raised an eyebrow when someone said that kids wear thongs. I drew another costume, Beast, a catgirl with animal powers like Vixen. It didn’t go any better. And since it almost take a full day for me to draw and I barely received any interest (and lost another drawing), I decided to tone down my participation in the project. Especially since the spirit of the first few threads was dying. I’m talking about changing from ecchi to hentai.
Nowadays I was waiting for one or two drawfags who were interested in my designs to post their work before becoming more active again. I gathered that if people better than me drew my designs, than I wouldn’t have worked in vain… but alas.
To think that I was keeping the very first thread active when it had less than 50 posts, in hopes that it would grow into fully realized project. I feel like I let it down.

On the next attempt (on whatever project that ends up being), maybe have a bunch of ideas ready to go before posting the first one so you can generate a steady stream of interest in the direction you want to go in. It's very hard to nudge the direction with an idea with fapping power after maybe the third thread.

though it went sideways when people wanted to have porn related powers, or that pink has seismic powers that activates when she twerks, etc.
Also the original concept was alien thongs invaders, with some renegade or artificially made to resist the invasion. Now we have wizards, queens and princesses, a cat mascot with tits, other dimensions/planets with ass or butt in their names, etc.
Well, my own issue is that I wanted to really contribute for once instead of just writefagging. I guess that next time I should writefag and gatekeep before making art

I'm bad at this type of stuff, but try not to beat yourself up over it, I'm sure you had fun in those early concept stages, if you did it wasn't a waste at least.
You have it backwards. Make as much art as possible first, then post the writefagging. That will keep things on the track you want.
Also, did you really expect a project centered around thongs to not devolve into porn almost immediately? The underwear that tries its best to show as much as possible?
