Honest question is a mix of various factors:
1. There are a lot of fair skin people in latin american, italians, french and other eropean people came here around the same time they did on USA.
2. There is an issue of colorism around the world, fair skinned people are seen in a better light so attractive character are colored with light skin tones.
Americans are pasty white so they see everyone else as more brown that they already are, while societies with more darker skin people notice the spectrum of tones more and this gets exaggerated in cartoons ending with white mexicans
