Anon when the industry recovered from the 08 crash is purged basically everyone who had been in the industry pre-1997 to 1998-ish was basically booted out and had to either move into film animation or live off of royalties and unemployment for the rest of their lives.
Like I recall that there was this one Disney employee who after getting fired spiraled down because nobody wanted to hire an old man that couldn't keep up with modern work culture and the companies didn't want to pay the expected bonus you give to a veteran worker in the field ,and so he ended up dying poor and estranged for a vast period from his family because his only skills were doing animation.
The industry has lost a shitton of institutional knowledge over the years because of this. There is a reason the "Animation Lineage chart exists how it does, and that because there was basically a masse extinction even from which only pic rel and the spongebob branch safely endured

Of note is that the reason why the Orman section of the chart is mostly storyboarders is because another side effect of the 08 crash was a consolidation of roles wherein previously on mainly comedy series boarders allowed to add in their own jokes and engage in the process but there was more specialized roles.
In the Post-Crash Era which most of that side of the tree was made borders in general were expected to also be the writers and directors and Background Artists because is cheaper to just dump it all on one or two people per episode and once that was normalized it stuck.

Why shouldn't storyboarders be writers and directors? What were they doing before where their role was distinct?
Its not an issue of them doing so now, its that before you would more often have a writing room that would come up with the plots and jokes and dialogue, then the boarders would block out the script given and contribute from that vantage (again comedy series would blur the lines between writer and boarder more often), before the background artists would do their thing, and lastly the animators would make the scenes while the director loked over it all, although the animation part was often outsourced to Asia starting in the 70s.
And along the way the Voice Actors would be given the script and do their lines.
Having the boarders be multidiscipline is fine, but dumping the entire animation process besides the frame by frame animation on them when before it would be handed by more people, is a lot and so has tradeoffs in terms of attention to detail compared to a specialized team when they are all working well with each other. Like a well known one is that SU had two Boarders practically do everything for each episode
A singular vison can be strong, but a team that woks as a singular unit with a shared vison is a massive force multiplier.
