Of course people who grew up in different cultures are going to have different cultural touchstones, but the way that technology has shaped generations is ubiquitous.
The internet became accessible, more or less, to most 1st world places around the same time. Some people had lives pre-internet and had to learn about it as children. Some people grew up with it already being an important part of society.
Smart devices also shaped different generations in various ways. I got my first smart phone after I graduated from college. Some kids got theirs when they were still young children. And now I see babies who have their own ipad.
And COVID is going to be an event that helps define generations as well depending on how old they were when people were locking down.
There are obvious differences between generations from different locales, but there are broad events and developments that affect culture on a worldwide scale.

No, it's not. Technological diffusion across the planet has historically been extremely uneven. Look at photos from Latin America or Africa from the 90s and they're literally using cameras from the 70s to take them (natives I mean, obviously professional traveling photographers are a different story). It's only within the last decade due to the proliferation of cheap smartphones tied with even the poorest shitholes finally starting to catch up economically that anything resembling a uniform global technological spread has occurred.
