Writers need to believe serial killers are fascinating, tragic, creative, dark geniuses driven by OCD to create a pattern they must always follow.
A profiler will tell you many turn out to have unremarkable IQs, no sense of empathy, no creative ability, as babies they were ignored starting them off as sociopaths. As children the only thing that they found any interest in was torturing and killing pets, and in adulthood once they realize they can't have meaningful romantic or sexual involvement with others they just move on to bigger animals.
There isn't some grandiose endgame, and only the few who were actually above average intelligent bothered with the cat and mouse bullshit. honestly I would have enjoyed the comic more if there had been an actual conclusion rather than "the character escapes to star in several more mini-series until everyone gets tired of the IP." Not saying there should have been full on moral consequences for Sam also being a fucking killer, but still feels like something is lost in so blatantly leaving things open for a sequel.
I think fictional serial killers exist in this special space for fans of the trope where sane, sensible people understand that real life murders are not typically misunderstood special boys following their dark vision, same as most sensible people playing online FPS games understand that real war is hell, or how sensible people watching reality TV (if there are any) understand that regular healthy relationships aren't like what gets shown on TV.
