Probably, but another aspect is that Annie is doing BIG FUCKING DEAL SHIT that's completely remaking the whole court, and she's doing it without the kind of networking and working up the ranks that "normal" practitioners do. It's a bit like if major branches of the government were getting remade and even torn apart by some guy that has a nearly-blank CV, with little relevant experience, that hasn't worked his way up the ranks.
I think Jenny is likely more powerful than Annie, though. She could, for example, probably makd one of those inhibitor seals that the robots used.
This. Annie just metaphorically slept her way to the top by being Coyote's darling, because his plan, whatever it was, hinged on her.
Ironically, if Gunnerkrigg stuck to mythological lore, Jenny should be the one making deals with the devil, not Annie.

Am I correct in reading into this that Jenny believes there might be 'real' gods as well as etheric gods?
Or at the very least that there might be other gods, too, that differ in some way from the etheric ones? Perhaps something like the Norns or Saslamel, gods that seem to have authority over other gods?

Coyote predicted, with his godly foresight, that Loup would fall for Annie. Loup must have felt a very strong aversion towards Annie in order to change his own fate like that and save himself. You could almost compare it to hating Annie.
