Because the masters didn't pass their skills on to many people yet there are more animators than ever.

They automated it to digital so you don't have to hand draw anymore. That means they want cheaper goods faster and even good drawers can't put out something worthwhile

Most Americans under 40 who draw (which is rare in itself) grew up drawing anime and sonic the hedgehog characters so they lack the basic fundamentals of drawing. The people who drew the original Tiny Toons grew up in the 60s and 70s where there were better sources for inspiration as well as less stuff to distract potential artists into developing properly.

the end result only really differs in subtle ways because you transfer the drawing into the computer directly instead of incurring imperfections as a result of photographing a cel
With hand drawing you don't get auto-filling in the lines, changing line thickness to make it "uniform", getting to erase mistakes, getting to tween the animation together or puppet rig it, and other Flash/Toonboom requirements which their expectations basically make you use puppet show instead of hand draw

there is very little difference
you will get a few nuanced differences as a result of not needing to push a stylus as hard as a pencil to get the same line
and digital can produce much finer lines than hand-drawn line art, though a lot of digital shows do still start with hand-drawn lines that are just finished digitally
purely cel animation will also look more faded and noisy, but thats due to the transfer process
but the overall process is the same, someone makes lines on a sheet and then adds color
she tapers a crazy amount.
it is possible to use the digital tools to enhance the traditional process but no professional studio does this. they go balls to the wall with it to cknserve as much labor as possible. simply by drawing on a computer youve already chaved off 99% of the work traditional animation had to deal with but thats not good enough.
Because Digital Artists aren't REAL Artists. They're one step removed from AI art.
They're using puppet rigs. It takes effort to make them look good, effort that might as well be spent doing it traditional.

I don't understand why people still don't understand this. Quality animation needs an appropriate budget, companies are not willing to pay those budgets anymore, so everything is just slop.

Bingo. It takes just as much effort to make something look good using digital tools as it does doing it the old traditional way. The digital tools are there to save money. You can't shortcut quality, but nobody really cares about quality anyway. Just shut up and eat your nostalgia slop, kids.
Limited animation is actually better than puppet animation. I would rather look at good keyframes than a bunch of janky movement. Anyone else get what I'm saying here?
Because its a lie. Most artists suck which is why there isn't a renaissance of indie animation. At best, you'll point to Hazbin Hotel which is just lazy porn.
In comparison, we got popular executive driven shows through the 60's to the late 80's that stood the test of time cause the animators were top notch. And once those (mostly straight white) animators got a chance at freedom (thank you Ralph Balski & Mighty Mouse), we got the 90's renaissance.
Quit blaming executives to hide the failures of bad cartoonists.
I think to save costs they use a lot of copy-pasted parts of drawings (like the head, when it's mostly the same over several frames), and this makes the animation feel slightly stiffer and cheaper.
It really comes down to budget / costs / style ambitions, as you can see Family Guy emulating the frame-by-frame style for this gag:

cel-shaded cartoons had pretty blatant drawing recycling
often much worse than with digital because if they wanted to keep re-using a cel it had to be totally untouched
whereas even recycled animation can still be touched up to make it less obvious
The boomer and gen x animators liked to draw sexiness and other stuff from life experience.
Millennials and Gen Z grew up with no outside experience and grew up mostly online.

I legitimately think that digital is just flat out inferior to physical. No pencil to paper for actual feedback to get your line weights just right, not having to use actual paints or lights, etc.
Cause the ones that can either moved to Japan or do porn
family guy out of all shows completely nailing the old disney look while modern cartoons like animaniacs, the new looney tunes cartoons and tiny toons can't even look as good as 90s tv cartoons is beyond baffling to me
