She's apparently public domain, but Im sadly certain that wont motivate many to do her character some justice. The Harveytoons in general are sorely neglected. In a day and age where they cant get Casper right, let alone Little Lotta or Dot, what chance does poor little Wendy have?

The bigger issue is Harvey is a dead brand and Universal doesnt give a ratshit about these chracters, hence they havent been alive in the public conscious since the late 90's.

That only means those issues can be re-printed by anyone. The character itself can't be freely used.
Just like Mikey Mouse, the first two shorts are free to use and the mouse as it's shown in those shorts can be used, but a general depiction of him can't be freely used.
In the 1995 movie, the character Kat Harvey was originally called Wendy. They changed her name and adjusted the script to make her into a totally new character when they couldn't negotiate the rights.

I did actually come up with an idea of what to do with Casper before I knew Wendy had lapsed. Let me know if you'd like me to share it.

Do you recognize how contradictory you sound right now? You're flat out wrong. If you can use first appearance Wendy you can just tell whatever story you'd like with her. It's the same deal with Mickey Mouse, hence the deluge of horror reimaginings and vidya projects. And Universal did end up using her in the DTV sequel. I have no idea where you're getting all this from.

Every character from that company looks almost exactly the same except with different hair. It's like Casper is the standard template that they build all their characters from. Wendy has blonde hair and a red robe. Richie has blonde hair and shorts, Hot Stuff is red with horns etc...

So were Harveytoons sort of the 1940s precursor to family friendly goth stuff with typical horror monsters being cute friendly characters? Before Munsters and everything Tim Burton ever made?

I wish somebody would reprint the harvey library again. I know darkhorse did it back in the day but those volumes are rare and expensive now.

It's exactly the same thing as Munsters and by the same people, Universal. They owned the original monster movies from the 1930s and have been using them as mascots ever since. So they occasionally roll out Frankenstein and Dracula etc, and the Harvey label was also their property to sell the same horror characters as smiling kiddy characters in cartoons. That's sort of their thing now to make various media out of ghosts, witches, and vampires.
