Honestly the biggest problem is that they didn't just leave it as a bit to dunk on Brian. They made it their entire character dynamics for years and it was always "Brian acts smug and dumb and Quagmire puts him in his place". They really were pushing the idea that Quagmire was a completely better person when he is equally awful, if not worse.

The problem is this kind of "at least I'm not a hypocrite like you" speech only really works when character A is a pretentious douche and character B is more of a general jackass/idiot, then it comes back around to character B calling out character A on defining himself solely on intelligence and judging people by how they effect his own image rather than actual personal friendships
